The public hearing in Judiciary Comm yesterday (3/23) went well. Over 100 sportsmen signed up to speak and many submitted testimony on S.B. No. 1094 (RAISED) AN ACT BANNING LARGE CAPACITY AMMUNITION MAGAZINES. (Go to the bill on the legislative website http://www.cga.ct.gov/asp/cgabillstatus/cgabillstatus.asp?selBillType=Bill&bill_num=1094&which_year=2011 and click on public hearing testimony at the bottom). You can do the same for the other bills of interest S.B. No. 1210 (RAISED) AN ACT CONCERNING THE USE OF DEADLY PHYSICAL FORCE TO DEFEND THE RESIDENTS OF A HOME.  H.B. No. 6490 (RAISED) AN ACT CONCERNING THE CRIMINAL POSSESSION AND SEIZURE OF FIREARM AMMUNITION  H.B. No. 6490 (RAISED) AN ACT ESTABLISHING A PROCEDURE FOR RELIEF FROM CERTAIN FEDERAL FIREARMS PROHIBITIONS. 

 

The meeting began at 10AM and lasted until after 10PM with many legislators still in attendance. Most of the 100 sportsperson signed up to speak did so. Many women were there promoting the shooting sports and self defense. Testimony from all was pertinent and to the point, citing facts, personal experiences, and how the bills would affect them and the state. Legislators asked many questions which were responded to in a factual, non-emotional manner. The opposition fielded 3 speakers although some forwarded testimony without speaking or answering questions. All present were impressed by the knowledge, facts, presentations, and decorum exhibited by our speakers. I believe legislators were also impressed which may determine their vote. If this were a matter of fact/cost-benefit vs. emotional quick fix and knee jerk reaction, the obvious outcome for the magazine bill would be to immediately die. However, it may be until the April 15 Judiciary JF Deadline until we know. Such is the nature of the Legislative process. Thanks to all who participated in protecting our rights and sport by Public Hearing attendance, and correspondence though e-mail, letters, phone calls and personal contact with the legislators.

 

You should also send an e-mail to the Committee members and give them a THANK YOU for their interest, their questions, and perseverance during a long hearing. Title e-mails THANK YOU. Ask them also, after hearing the testimony if they have a position on the bill(s). A Thank You is very important – they receive few from the public.

 

Prognosis: We don’t as yet have a vote count of the committee. If you receive a positive or negative from Committee members on any of these bills, send us that info ccsct@comcast.net . If the Judiciary Comm votes the bill down, it is dead; If passed by the Judiciary Comm, the bill moves to the Senate where it must be referred to the Public Safety Comm; If defeated by PS, it is dead; If passed by PS it moves to the Senate floor for debate, then to the House for debate, and if passed by both to the Gov. for signature or veto.

S.B. No. 1094 (RAISED) JUDICIARY. 'AN ACT BANNING LARGE CAPACITY AMMUNITION MAGAZINES', to prohibit the possession of certain ammunition feeding devices that accept more than ten rounds. REF. JUDICIARY. OPPOSE. COMMUNICATE WITH JUDICIARY COMM MEMBERS BELOW. NOW!!

There has been some confusion as to the originator of this bill. I had a meeting with Sen. Looney's Legal Advisor today and was assured he was not the sponsor. With his name in the electronic media and messages from other groups naming him as sponsor, he is receiving massive amounts of phone calls/e-mail. It was admitted they did address the prospect of submitting this bill, but felt it was not appropriate. The bill was not a Proposed bill but was Raised by Judiciary Committee. Note that CCS directed all communications to the Judiciary Comm, NOT to Sen. Looney. STOP communications on this issue with Sen. Looney NOW unless he is YOUR State Senator. It is not wise to unnecessarily upset the Senate Majority Leader.

Connecticut Bill Introduced to Ban Possession of All Magazines Over 10 Rounds State Police Prepared to Confiscate Magazines from Homes if Passed

A bill introduced in the Connecticut General Assembly (Raised Bill Number 1094) would ban the possession of any magazine (rifle, pistol or shotgun) capable of holding more than 10 rounds. If this bill passes, law-abiding gun owners will have to begin surrendering their magazines by July, or face confiscation by the state police and a felony charge. Again, this proposal would not only ban the sale of these magazines, but would make simple possession a felony. Any gun owner found in possession of any magazine capable of holding more than 10 rounds will be in violation of this proposed law, regardless of whether it was legally purchased.

This draconian measure will also affect non-gun owners as all Connecticut tax payers will be forced to foot the bill for the extraordinary process of having police confiscate -- from law-abiding citizens -- the millions of magazines already in the state.

Making matters worse, manufacturers including Colt, C Products, Mec-Gar, OKAY Industries and Metalform will be directly affected by this legislation. That means a loss of jobs and tax revenue to the state.

Arbitrarily limiting magazine capacity and threatening law-abiding gun owners with confiscation and felony charges is beyond the pale. These magazines are utilized every day for home defense and the shooting sports. As part of the 1994 "Assault Weapons" ban, the production of higher capacity magazines was halted. This gun-control strategy soon proved to be a failure. A comprehensive study by the Centers for Disease Control -- hardly a pro-gun entity -- looked at the full panoply of gun-control measures, including this ban, and concluded that none could be proven to reduce crime. Another study, commissioned by Congress, found that bans were not effective since "the banned weapons and magazines were never used in more than a modest fraction of all gun murders."

NSSF is encouraging all gun owners, sportsmen and hunters to contact their state representative, senator and all members of the Judiciary Committee immediately and urge them to oppose Sen. Looney's magazine ban.

There is good news on several fronts.

GOA recently warned you that anti-gun Democrats might attempt to attach gun control restrictions on the bill to reauthorize funding the FAA (Federal Aviation Administration).

These proposals included a ban on high capacity magazines, restrictions that would end gun shows and, potentially, stripping millions of gun owners of their rights by placing them on "watch lists" without any due process of law.

At this point, it appears that your efforts to counter these disastrous proposals with GOA-backed initiatives have backed the gun grabbers into a corner, and we are optimistic that their plans are stymied for now.

Senate rules survive attack by the Far Left

In late January, GOA members and activists largely won a battle in the U.S. Senate that will have huge implications over the next two years.

At issue was the Senate filibuster, a well-known but little understood procedural maneuver that allows a minority of Senators to block legislation unless debate is "shut off" by a supermajority -- usually sixty votes.

The filibuster has been particularly important to gun owners, as it has been used to stop the leadership of both parties in their efforts to end gun shows and ban so-called assault weapons. It has also been used for such purposes as slowing down (and forcing changes to) legislation to expand the Brady law.

The filibuster was put on the chopping block by anti-gun senators in late January, since they consider it an "arcane rule" that has been a pesky impediment to their socialist agenda.

On the first day the Senate returned to Washington in January, Senate Majority Leader Harry Reid sought to place his own judgment over the Founding Fathers, the Constitution, and hundreds of years of precedent.

In a blatant abuse of power, Senate Democrats argued that the chamber is not a "continuing body" and, therefore, its standing rules could be changed on the first legislative day of the session by a simple vote of fifty Senators (plus Vice-President Biden). If successful, the plan would have ended the filibuster entirely in order to ram through whatever legislation they and President Obama wished.

The only way to accomplish this, however, was to throw the entirety of the Senate rules out the window. But even some Democrats were unwilling to go along with this scheme. To buy time, the anti-gunners even used a magic calendar and stretched the first legislative day from January 5 all the way to January 25.

Alone among Second Amendment groups, GOA fought against this rules change. And we won what may prove to be the most important Senate victory of the next two years -- something for which GOA members deserve a lot of credit.

The importance of this win cannot be overstated. Failure would have opened the door, for example, to a host of gun control legislation that typically follows a highly publicized tragedy such as the shooting in Tucson.

Anti-gun ObamaCare on the ropes?

There's been a lot of news on ObamaCare during the last month. In a massive blow to the Obama administration's socialist anti-gun agenda, Florida federal district judge Roger Vinson held that ObamaCare was unconstitutional and "non-severable." This means that, if the decision is upheld, the entire law goes into the trash bin.

A few days before this court decision, the House of Representatives voted to repeal the anti-gun law by a tally of 245-189.

The repeal bill faces tougher challenges in the Senate, but there are many ways it could still pass. While many people believe the bill will fail in the Senate regardless, the truth is that many bills start without a majority of support in Congress, but ultimately get passed.

If Republicans choose to tack an ObamaCare repeal onto the federal appropriations bill (the "continuing resolution") or the debt limit increase, Obama will have no choice but to sign away his own treasured legacy. His only alternative would be to shut down all of his rule-making agencies for the remainder of his term.

The vote in the House was a huge victory for gun rights activists, as ObamaCare will allow the Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE) to troll a federal database containing your most confidential health care data in order to create millions of new "prohibited persons" for the FBI's Instant Check system.

GOA thanks its members and activists for taking action to pressure the U.S. Congress in support of these victories. The thanks are extremely heartfelt, because it is YOUR willingness to act that tips the scales in such fights, and allows GOA to continue to be a force that elected officials dare not ignore.

Federal and American Eagle issue safety warning



According to Federal, "certain lots of recently manufactured .45 Auto ammunition may contain an incorrect propellant charge." Gun owners need to realize that using ammunition from certain lots "may result in firearm damage and possible serious injury."

Those lot numbers are as follows:

* American Eagle (AE45A, AE45N1, AE45A250)
* Champion (WM5233)
* GoldMedal (GM45B)
* Hi-Shok (45C, 45D)
* Federal Personal Defense (C45C, C45D).

Fellow Members

Please thank fellow POC Members Al Parker and Dave Szpyrka for their quick response in getting the club 'Dug out' in prep for this weekend's 6th annual Game Dinner. Al was gracious enough to dig a path out to the propane tank so the propane company can deliver propane, while Dave showed up tonight with his snowblower while we were doing prep work for the game dinner and he cleared out the area around the fire pit as well as additional snow removal in the back of the club!
